We had a similar incident with our FD where witnesses reported a vehicle in the water for two days. Upon our arrival we began to formulate a recovery dive plan when a FF enters the water wearing a Stearns cold water rescue suit and mask ( What he was thinking I'll never know). He then dives on the vehicle and finds that there are two bodies in the car breaks the window causing on body to float right on down the river. On his second attempt the Stearns begins to fill with water and he almost becomes the third body recovered, thank God we were able to get him out in time.
 
Did he just go in by himself or did he have some kind of approval from his superiors?
 
He went in with the approval of his Battalion Chief, He actually told us ( PD) after we asked him and then told him not to enter the water, to explain this to his chief. While we were doing this he entered the water. It was a mess the FF almost got himself arrested and it put some serious strains on the relations between the PD and FD.
 
That is a real shame when it becomes a turf war instead of a joint effort. Hopefully, your two chiefs sat down and worked it out.
