The diving in Anilao is great most think it's the best macro in the PI. Your non diving companion might not enjoy it as much as you will be stuck at your resort. If she's happy to sit in a lounger and read or surf the Internet then it's great diving.
It is indeed a long journey from Bacolod to Anilao. Unlike Puerto Galera, Anilao is absolutely dead quiet for non-diver. However, Taal Lake is good enough for a day trip though.
If you are not afraid of travelling on the cheap in Philippines then how about this:
Take the fast ferry from Bacolod to Iloilo(1hr) and then bus to Caticlan(5-6hrs). You then have the choice of Boracay(the world famous Long Beach) or a ferry(2GO) to Batangas(short distance to Anilao). There are several daily flights between Caticlan and Manila but I never recommend the same day connection for an international flight.
