Being a public safety diver here is what I have on/in BCD:
Window punch/seatbelt cutter right upper d ring
Small flashlight on retractor below the window punch
Pelican float right pocket
EMT Scissors on inflator hose, also a whistle there too
Small knife mounted above left pocket
Retractor for console next to knife
Pocket mask in left pocket
 
Dive light, trauma shears, whistle, surface marker/lift bag (in a mesh pouch behind the BC), slate, reel
 
One of the Explorer Venture boats has keeps a rubber chicken hanging near the entry gate, which gets clipped onto the BCs of unwitting divers from time to time just before they step off into the water.
you have just destroyed all of my fun for the next week.

i will now have to find a free swimming remora ....
 
At one extreme, nothing but the SPG tucked into waist strap. At the other extreme, that plus a compass mounted to a small slate on a retractor cord on the backside; a pocket with scissors, a compact marker buoy and a glow stick; and a detachable camera on a retractor cord on my front side.
