Go further afield and take in the far superior diving that almost anywhere in Asia has to offer compared to the Caribbean. No problem getting in 3+ dives everywhere.
 
You said no liveaboard. Why not?
 
As others have mentioned...

1. CocoView Resort Roatan.... you get 4 boat dives a day, 2 of which are drop offs on one of the walls in front of resort and you pick where to go and depth, etc. Love it. Then you can shore dive at your leasure the same reefs and wrecks. Watch my videos to understand how awesome this is! It is small and very popular so you must book months ahead to get a room.

2. ScubaClub Cozumel.... we do the 2 am boat dives, then either an afternoon boat dive or shore dive daily, or both. Free shore diving right in front of resort. Once again... watch my videos to see what I mean.

3. Bonaire.... shore diving and boat diving are possible as much as you can handle.
