What I don't get is why did the Wardens just sit there and watch as they poached 50 abs? Why not deal with it right away before more abs were killed?

Abs are not necessarily dead after being taken, although they may be seriously injured. Of course that dates back to the mid 70s, the last time I took an ab here in SoCal.
Indeed these two must be incredibly stupid. I hope they throw the book at them. In fact, I'd subject them to the natural system's "warden..." the "landlord." Too bad he didn't see them while they were doing it.

You need a Southern justice system. High bail = incarceration...
