Definitely creole wrasse.

and they are at a cleaning station. You can tell by their arrangement.

Creole wrasse swim in long stretched out almost single file schools. All fish pointing in the same direction.

Except when they encounter a cleaning station. Then you will see them stop, extend their jaws and allow cleaners on them. We often see juvenile Spanish hogfish as one of the cleaners.
