I was referring to his skipping out on his jail sentence not being an act of cowardice, I made no connection whatsoever between the actual crime and what it says about the guys character.

Perhaps "cowering scumbag" instead? He still needs to be caught so he can answer for his crime(s).

I'll go with "cowering scumbag".

But not "needs to be caught to answer for his crimes".

In the context of your post, the word "need" equates to the word "should", which doesn't exist in a practical sense.

In an ideal world, all criminals "should" be convicted and do their time.

In reality, a small fraction are caught, a smaller number are convicted, and a smaller number still do time that is anything close to what would be considered "reasonable punishment to fit the crime".
