I find ones like Bob suggested, like snorkel keepers but with a square opening for the octo, work well and easier to get in and out of than a regular snorkel keeper.

I've never found a scum ball type that worked, including several I've found underwater that someone probably pitched overboard in frustration.
 
...was using the octo holder with square hole and clip until I loaned it to somebody who was in dire need of a keeper during an ice diving course. It never made its way back ...lol. So I made one out of 1/8 in bungie cord and attach it the same way I would be attaching a snorkel keeper on a D-ring. Very cheap.

I find that a fastex buckle and a few zip ties work well, and since buckles are typically under $1, it's a pretty cost effective option.

for lack of anything better, run the octo under your right arm, put a 180 degree bend in the hose and shove it into a d-ring. the octo will be nicely placed, streamlined, and very ready if you need it. of course you won't get the backpressure and particulate protection that you would with a regular cover...
 
I think an octopus should be released from whatever holder you may be using with just a yank. Loops of bungy, snorkel keepers, and some of the other gadgets all provide that easy access. Fastex buckles would require manipulation by you or the out-of-air diver to release the octopus, which, in my opinion, makes them sub-optimal for this application.
