Mind telling where you are in NC? I had a similar experience with a different dive shop, one I don't normally use, when I had a reg O2 cleaned.
 
FWIW......
Here in Southeast Florida,
diving is a pretty competitive business and the pricing for these services are generally in the vicinity of:
VIP $15 with air fill. Add$5-$10 for a Nitrox fill.
Hydro $35-$40, again, with VIP and air fill included.
O2 cleaning service is about a $25 to $35 upgrade to above listed services.
And down here most shops send the tanks out to professional tank service companies for hydros and O2 cleaning.
So.....
It would be about $60-$75 to get the tanks Hydro tested, "Vipped", cleaned for O2 service, and filled.
Your results may differ.

Wow. Don't know them but those prices, especially the VIP, seem really high. A little late and a bit of a drive but NADCO in Greensboro usually gives me very fair prices. Maybe someone in your area will offer a closer alternative. FIY, if you buy new tanks at any point in the future, make sure that they put O2 clean stickers on from the start!
 
Too bad banked Nitrox isn't available for you. Most shops in our area offer banked rather than partial. If you stay under 40% it makes life much easier.
 
The cleaning price is same in NY. $50..and we also put tank on tumble and clean valve..as to the visual,sounds very high. Here in NY , very expensive area to conduct business, it is $15. And that includes an air fill. Just maybe theses are older alum tanks and required an eddy test? How old are the tanks? Not to say in NY an eddy visual is more costly. Here in most NY facilities it is the same $15. with or without eddy test.

VIP $7.50
Air fill $5
EAN fill $10
O2 Clean (tank + valve) $25
 
My shop only charges $14 for a VIP and that includes the fill. You got ripped big time.

Yeah. Down there they figure that there are only 1-2 people per 1,000 square miles up here. I'm glad they stay where they are and don't migrate up here. If they did I'd have to move elsewhere.
