Actually Pete, the term Predictable Surprise was coined by Diane Vaughan who also gave us the Normalization of Deviance in her book about the Challenger and circumstances surrounding its ill-fated launch.

I like it because it makes us think... and when we think we might admit that something we initially viewed as unexpected is in fact a normal consequence of our action... or inaction.
