Depends how Sar you want it to be. Our top seller to rescue teams is Zeagles, and the real serious ones get the 911 or Sar. You can even have attachments to pop guys out of the water with a chopper with the zeagle.
You may find that some BC's will be more adjustable than others, which might be a major concern if the guys are not personally owning the jackets. That way, the next guy who joins the team can still wear the medium - just let it out one notch.. etc.
