Key Largo offers fairly shallow reef diving, was pretty fishy overall when I was there in 2013, a hard bottom under you, decent viz. (I recall about 50 feet), and as you advance there are deep wrecks (e.g.: Spiegel Grove) as an option. Rainbow Reef Dive Center puts a guide in the water at no added charge (not all area op.s do), and when I was there, had 2 2-tank boat trips/day, so I got 20 dives in 5 days.
The one time I tried Blue Heron Bridge (as a side-trip during a Jupiter trip), I enjoyed it, but couple of things to note.
1.) It's to be timed with the tides and, unless something's changed, generally done during the day, so it's basically one dive in a given day (albeit a long, shallow one).
2.) You, a buddy or a member of your trip needs to drag a dive float/flag - which can be a 'new experience.
