Sorry the word legal sets me off sometimes. But honestly I have never heard of such a statute. Most often a hose does come with a BC but I don't know that I have ever seen it advertised or promised. I never gave it much thought but I don't think we always get a hose with a BC.
 
First time buying I would get it all from one shop. They'll help you sort it all out and you'll feel alot better jumping off the boat it it. After you've worn out the first set of gear (or more likely grown tired of it) then start trying the ala cart menu. BTW properly taken care gear lasts for many years. I have a reg on my pony that is a year older than my 19 yearold daughter and is much more reliable than she is.
