They may allow tourist travel as of June 21, but opening the island may well come in stages as seems popular in the states. I'd love to go when hotels, restaurants, and diving are restored but before the cruise barges resume.
 
Hmm. The thing that this seems to be missing is Canada-Mexico status.

Know it’s likely a similar case. But all of these stories reference Canada - USA and USA - Mexico. But not Canada - Mexico directly..
 
You can fly into Cozumel today on a tourist visa - finding a place to stay is another thing but will be much easier than finding anything to do.

Beer was available at the bodega next to sams club today right up until the police locked the store up. Apparently the line the went the length of the parking lot wasn’t properly socially distancing

They arrest seven fishermen and send some navy divers down searching for something or someone

This ain’t the hot place to be right now, some electricity in the air....

Yesterday in Riviera Maya News QR governor stated that it will begin opening with construction around 1 June but 'they' will be meeting to discuss a plan to reopen tourism to QR and Baha C. Sounded like they was the states and the federal government. I do not think the states can act unilaterally.

Depends on which source said what, when. Here's a translated AMLO quote from a news conference on 13-May:

“If there is a municipality or state authority who according to the characteristics of their region, their state, decides that they do not want to follow this plan, there won’t be any controversy, we won’t fight one another, we won’t be divided,” From Mexico Announces Plan for Economic Reopening Starting May 18 | 2020-05-13 | Natural Gas Intelligence.

That said, the nationwide port closure is at the direction of the Secretary of the Navy, so until that's lifted or modified, whether for the whole country or by location, there won't be any dive boats going out. I don't see how the states can overrule that.
 
Question, why would the Quintana Governor be discussion Baja California? Must be federal input, no?

The federal government color coding - red, orange, yellow and green - not so funny how Mexico city is in black, does that mean they just give up on them??

Cancun today registers 1,001 official cases, about 75% of all cases in QRoo. Playa del Carmen is next at 236, or about 18%. Combined, Cancun and Playa account for about 93% of all cases in QRoo.

There is another Federal site that is posting numbers, it doesn't exactly follow what the state has been giving us but it's close - they actually call out how many cases are in study, it added some truth to the stories of the six police and 5-7 others
