Well, y'know... it could be that there is a way to describe the functions of a dive master so that the WP holder actually is in compliance with the law, even when 'guiding' a dive--say, for example, that the WP states that the employee's job is to 'assist the dive shop owner with non-Thai speaking customers' and the owner tells the employee to lead the dive.... I'm not a lawyer, but laws have loopholes in them so that even when the spirit of the law is contravened, the letter of the law is obeyed, by employer, by employee, and by government official. IJS, it's conceivable.... (But so is the other.)

Dual cert dive leaders are in demand, there is paid work available for divemasters and Dive control specialists within the region including Thailand.

Salarys vary , sometimes its commission only others basic plus commission.

Its not illegal to work as a Dive control specialist as a foreigner as it’s classified as a true assistant instructor.

The dive guide requirement that TAT used to enforce is actually aimed more at snorkelling guides or Thai nationals being required purely for the guiding part of dive within a team , on a live aboard for example.

We only recently had a meeting with the labour departments in Phuket and Surat, and the real concern is companies meeting the requirements to provide work permits to start with.

There will be a change that only diving companies with actual working dive centres will be able to provide work permits, I’m sure as always it will take time to implement but it’s coming.

I was informed that in Phuket alone there are 270 registered diving companies, yet only approx 40-45 actual diving facilities exist the TAT and labour department do not like this current situation. They are looking at dive companies as being full service centres in the future, with actual locations- equipment meeting standards , proper licenses (including TAT, Full Insurance , First Aid ) and access to registered boats. the days of having a website a company registered with a lawyer or your house and calling yourself a dive centre are in the future over. They also understand that something has to change for the real diving companies to be able to issue more WPs.
