You only need a visa to Musandam if you go diving from the west coast. If you go to Dibba, there are no checkpoints.
Having never dived on the west coast up there, I can't give advice. On the east coast, the diving is good.

Actually if you are a resident you dont need a visa if you are going with a dive centre from the westcoast that will arrange the trip for you, will not need it also.
 
latest i heard before heading off to summer vac was that they are now going to be more strict... look at the min-Berlin wall they are building along the border in Al Ain / Buraimi...
