is the alarm whistle DIR?

no. the whistle is not a standard piece of DIR gear which all DIR divers use on DIR dives.

this is partly why i do not consider myself DIR; i like to have the flexibility to add items which, given the circumstances of a dive, make sense to me

sorry...what you just said basically means you do not understand DIR.
 
I keep a Dive Alert in my leg pocket. It has a stainless clip attached to it with cave line. If I need it I can hook it up with out any problem. This was one item I could not do with out.

Never used it.
