I just purchased a Zeagle Express Tech and I don't like the harness at all. It is very soft brand new and will probably get worse once it's wet. I would like to purchase some stiffer harness material and any guidance would be great.

Is it too late to send it back and start a new life?

Start with the webbing and D-rings and work backwards until you end up with a non-floppy BCD.

Piranha has the stiffest webbing I have personally dealt with.

2 Inch Nylon Webbing BLACK

I use weight belt material which is stiff.
