Koh Tao is good but crowded. You may want to check out Koh Phi Phi or Koh Lanta. Even with the crowds Koh Tao can be fun and good diving

Tao is very busy and most of the dive sites are like diver soup, cant beleive nobody has mentioned Lanta one of the nicest islands with access to all the sites available to PhiPHI.
