I just returned from a 3 month trip around the Philippines. If worried about inter-island weight allowances (and this is an issue), you might consider taking the 2GO (Super Ferry) from Manila to Cebu. The price for a suite or state room including meals, on this 1 1/2 day cruise is about the same as a plane ticket, and you can carry on all the bags you want. It is a nice trip, and you get to see a lot more of this beautiful country.
