I am planning to do an Advanced Nitrox and Decompression Procedure Course (combined) in the near future. I am open to TDI, DSAT, ANDI or GUI courses but will want to stay with one agency once I find a good instructor.

I live in Lancaster, PA and I am looking for a qualified instructor. Any recommendations or advice?

By trying to find someone local you may be limiting yourself. I am in the dry state of Utah decided that it would be worth while to travel and did a search on various agencies and their instructors. I then contacted several and based on our conversation decided to travel to Florida to due my courses.

Also do not limit yourself to one instructor all under one agency as you find yourself not learning what you want to learn.

Naui:
Gary Sanderson- Lancaster Scuba http://www.lancasterscuba.com/
Jeff Heim- Duda's http://www.dudasdiving.com/

Gue:
Bob Sherwood- All about Scuba http://www.allaboutscuba.com/

Iantd / dstat - Divers Descent http://www.diversdescent.com/

All great instructors depending on your path of progression.
If you are taking Naui's I would suggest adding Helitrox to the class.

While local instructors may be limiting, they also become mentors and it is nice to do fun dives with your instructors outside of the class environment.
