A little bit late reply from me but there actually IS some diving in Chiang Mai. There's a huge lake and dam where some Thai friends from me have dived in the past. No coral or many fishies but as I understand quite interesting and not all that bad visibility either. Not really sure anymore where exactly but if you come back another time try to contact a BKK based Thai dive operator and they may be able to help you with all the details.
