You might want to talk to someone knowledgeable in ADA laws. I have read that some businesses are exempt or grandfathered but must comply with ADA requirements once they make an accommodation. A non-compliant accommodation “might” open you to more liability than not having any at all. Your insurance company may be able to help advise you or suggest someone who can.
 
literally just a gap in the railing. Exactly what is there now, just instead of 20' wide, it is 2-3' wide. Allows the divers to stabilize with both hands before entry.
