Carl is an excellent instructor, I did cavern through full cave with him.

We were able to do some skills and academics in Houston. Be aware though that for the actual overhead dives you won't be able to do these in Texas, you'll have to travel. There are no training caves at all in the state, and artificial overheads like a pipe or whatever aren't recognized by any reputable agency.
 
I live in San Antonio and I did my cave in Mexico with Under the Jungle. I had a great experience and now I go there whenever I can to get a few days of diving in. It's cheap and quick to get to Cancun from TX, and a quick bus/cab to get to the caves. There are also excellent cave instructors there.

I bet that it's about the same cost and time to fly into FL somewhere near cave country. There is the advantage that you can drive there if you're motivated and have the time.

I've never dove in FL caves, but I understand they are generally deeper and have more flow than MX caves. I would consider where you think you be most likely to want to cave dive on a regular basis and definitely do your training there. I love the shallow warm MX caves, and I enjoy going to Cozumel for a few days of reef diving on the same trip.
