Its stretching the definition to say a buddy has an *obligation* towards another diver too imho.

Self-rescue is first and foremost. Dont rely on anyone and certainly outside of an instruction structure i cant see how even a buddy is ogligated to act.

The following two posts after the one quoted cover this issue pretty well. But I would say a buddy does have an obligation to adhere to a dive plan, remain in contact with his buddy, and in the event of an accident where he does not feel he should assist, seek others who may be able to help.

By just being there, a level of comfort is provided. On the other hand, if he isn't, it is incumbent on the other buddy to deal with the situation.

Your not really saying that it has 'NO' effect are them? Smoking may not appear to effect their diving outwardly, but from a physiological standpoint smoking and diving is quite dangerous. I say this as I light up a smoke of course. I also understand the elevated risk's both in and out of the water.

Ok, you got me....it is a vasoconstrictor, puts tar on the aveoli (literally smothers them), bad breath, brown teeth, limits the amount of O2 transfer in the blood stream, causes the brain to produce those happy chemicals (that is what makes it so hard to quit) so you are sociable.......:D .
 
I wonder if having a retractable dog leash as a tether would work to keep a buddy from wandering off???? (BTW this was a jk......I know, I know entanglement hazard :( )

Actually, I believe there is such a thing as a buddy line, not retractable though.

If skydiving instructors tie their students to themselves, why can't scuba instructors do the same until the student is good enough to mosey both about without becoming seperated.
 
Because there is no such thing as DCS in skydiving.
 
Buddy lines have a use in a limited number of conditions only.

Namely low visibility dives where the bottom is free from obstructions to prevent snagging. Other than that they're more of a hazard than a hinderance.

Buddy lines are also NEVER clipped onto a person - its held in a hand. If someone bolts, they let go and the line is useless. The last thing anyone wants is to be physically tied to someone that tries something stupid.
