The typical test (not by everyone though) is to calculate the angle where there is one f stop fall off, using a planar white surface. What I do in the pool is to shoot the side of the pool wall (which is mostly white but a bit textured) and then use photoshop to figure out where a single stop difference is. If you have money and time and lots of flash meters you could do a better job but this is a complex problem to solve.
