I've got to be in Abiline sometime this coming summer and would like to dive the this site, but sounds like you can't just show up, pay an entrance fee and dive. Is there any loca instructor/dive shop that routinely sets up dive trips there?

I site is owned by Family Scuba in Midland, so I would try there first.
