I just don't log dives
Curious about wounds in salt or fresh water. Does blood clot in water? Can anything be done to stop a cut to bleed underwater?
 
Apply pressure as normal. The blood still inside your body will clot.
 
Water will dilute the clotting factors in blood so no, blood outside the body will not clot, but as guruboy said, direct pressure on the wound will likely stop minor bleeding.

Apply compression and a waterproof seal by wrapping it with duct tape. (Only half kidding.)

Since the ocean is a fertile SOUP full of things that can give you nasty infections, You might also consider getting out of the water and staying out until the wound has at least started healing. (And of course, tiny quantities of blood can attract and excite predators.)
