What reel to tow a dive flag?

Ive been told not to do that. Passing boater or jet ski could run over it and drag you along.

I use a cheap plastic line reel from Home Depot that I clip to my harness so it is hands free. If a boat takes the line the reel will just breakaway rather then taking me along with it.
