Anyone ever seen MindFreak? It's on A&E. Criss Angel does similar tricks. Also he flies.(levitates) There's some samples on his website.
He did a similar trick where he threw the cards at a window and the marked card was stuck to the inside of the glass. Then later he walked up to a family at an outdoor cafe, asked a little girl to mark a card never getting within 3' of her. When the trick was done, her card was in her back pocket. And she was sitting down...Amazing...

How 'bout some speculation?
Notice how he pulled all folks in the room to one side of the tank to watch? Maybe he had an assistant on the back side of the tank that he didn't want anyone to see.
And, of course, the girl drawing on the card could have been a plant.
So, she doodles on one card before the 'show,' and gives it to the assistant, who somehow places the card inside the tank while the magician has the crowds attention where he wants it.
