To answer someone's question above about my thoughts::

I'm not convinced this is the final answer BUT, regardless of whether it was an insurance scam, someone trying to frame the Borge family for it, or someone trying to send Borge a message - I don't think it is an ongoing threat under any of these scenarios - and I do believe it could be any of these 3 things based on the various information flying around and "evidence"

That's all I have to say about it right now - how is that for riding the fence and leaving my options open? hahahaha

With that in mind, I decided to go investigate for myself.
I went over to Melgar to observe the situation.
I saw the ferry that is anchored in front of the port captain's building.
The one with the IED on the rudder.
I was able to figure out what happened after some careful deduction.
I was able to snap a quick picture that explains everything.

It was Piratas!
