To answer someone's question above about my thoughts::

I'm not convinced this is the final answer :) BUT, regardless of whether it was an insurance scam, someone trying to frame the Borge family for it, or someone trying to send Borge a message - I don't think it is an ongoing threat under any of these scenarios - and I do believe it could be any of these 3 things based on the various information flying around and "evidence"

That's all I have to say about it right now - how is that for riding the fence and leaving my options open? hahahaha
 
Anyone who doesn't have all options open isn't being objective.
 
With that in mind, I decided to go investigate for myself.
I went over to Melgar to observe the situation.
I saw the ferry that is anchored in front of the port captain's building.
The one with the IED on the rudder.
I was able to figure out what happened after some careful deduction.
I was able to snap a quick picture that explains everything.
