Pay at the self-service checkout at CVS (at least in NY). Remarkably, these will accept and give change for $100 bills.
Where's the Cozumel CVS located?

A few reasons you can't randomly get change for US bills.

Forgery - the waiter could care less and he doesn't know the difference

Defaced bills - while no issues in the US, you can use them as toilet paper here, the slightest tear and it has no value

And the one you don't see much but old bills. Any bill that is old enough to not have that plastic strip in it is worthless. Lesson learned on my end, I have a few 100's and a few 20's sitting here.

There is an exchange house on 30 close to Dominos - they will take them BUT, their rates are low and he wants you to bring him like 500 or 1000 to exchange those bills.

Anyone you are doing business with - your dive shop - they should happily trade bills for you

One more reason - it's not their currency. You'd have trouble dealing with large amounts of Mexican pesos in the U.S., too.
