If it's the Philippines and you have to have the partying/ raves... Boracay it is... But the diving is average (although there are suppose to be a couple a nice dives). Otherwise I would suggest heading down to Bali or even Ko Samui (and what that's island above Samui?) for those beachside/ full moon raves...

Yeah, Boracay or just go around manila, there are a couple of clubs here
