28lbs doesnt sound excessive, especially with an aluminium tank. As to how much weight the only person who can answer that is the person diving that setup. And you get the answer by doing a proper weight check.

I have the White's Fusion, which doesn't hold onto much air. If your feet are too floaty, try using some ankle weights to trim out.
