Based on price only, last time I checked there were some GREAT deals on airfare to FL. I ended up going to Mexico for other reasons, but from Spokane it was actually less to go to FL. Much less than HI.

Bahamas seem to meet all the criteria. You probably want to stick with Nassau or Freeport to meet the top-side entertainment requirement. Not terribly expensive, great diving, EASY to get to-- can't beat it. If you need a guide, let me know!

I went to Aruba this past February with my wife and her parents.

There were lots of wrecks for me to dive and explore.

There's snorkeling, for non-divers.

On the surface, there are great beaches, wonderful restaurants and lots of casinos.

It's a great island with beautiful weather, nice beaches, good eats and, of course, some good dives. You can't go wrong.

Good luck.

Most of the Caribbeans during summer is a bad idea. Same for Mexico. It's hurricane season until November. Indeed, the ABC islands are (usually) outside of the hurricane path, so you may be OK there. However, the Pacific is a safer bet, weather-wise.

British Virgin Islands.
Great reef and wreck diving
By the way....old tropical rhyme with hurricans
June to soon
July stand by
August at most
September remember
October all over

just keep it in mind when planning your trip. the cheapest prices are in august for a reason. also summer is "off-season" and a lot of the Carribbean slows down to or closes down all together. but if peace and quiet is what you are looking for...this is the place. After all, the diving never stops

I am going to have to check out:
Playa del Carmen, the BVI's, aruba, and a couple of other places mentioned.
Keep the suggestions coming.
Seriously though... summer is the hurricane season eh? I hadn't even thought of that (don't have to worry about that around here). Thanks for that little bit of advice... but tell me, if you are diving you would you feel a huricane above you?:D
