I have no idea if I can suggest something that may alleviate your pain and discomfort, but here goes.
I have had arthritis and sciatic nerve issues in my hips since I was about 14.
I have never had hip pain while in the water, but certainly while moving around a boat and definitely while doing shore dives.
I do a good old scissor kick.
I wore Mares Quattro full foot fins for a long time with no issues.
Then my feet grew as I aged and the largest pair I could find no longer fit.
I now wear Mares Race full foot fins.
They seem lighter, are little easier to move around in, definitely have a better foot pocket, and are more maneuverable. However, I cannot move as fast U/W as i could with the old Quattro's.
Just my two cents from personal experience.

Moves like a freaking gazelle U/W I am told.
Moves like a middle aged, arthritic, busted hip gazelle A/W I can see.
