Is a bottom timer or gauge-mode compatible computer mandatory for GUE Rec courses?

First, Obviously ask your instructor

Second, I did my Fundies on a Zoop. No gauge mode is a minor issue, just ignore the no-deco stuff data. Just set it correctly to avoid any annoying alarms. (aka if you’re on 32% don't leave it on Air. Done that before, rather annoying). The lack of a seconds display is probably the biggest limitation. A seconds display makes nailing ascents rates a lot easier and you'll end up running longer stops waiting for the first minute to roll over. Avg Depth is in the log book so you’re good there

For what it’s worth and just because I have it, I still use my Zoop as a backup bottom timer on some Rec dives (in my pocket) and occasionally as my main of Rec dives (dead batteries).

I never upgraded until I was doing ascents drills with a friend one day and I could read his Xen on his arm better than the Zoop on mine.
 
For seconds and a stopwatch a good $50 200m Timex Ironman works great :). Some of them even have a light that turns on with a flick of the wrist
