Great. I'm glad you know what to do. Just for the fun of it though, can you clearly tell us who lost the PIC?

i never got the slip/stub/temporary card... i was think i was lost before it was sent coz a friend told me that they have serial numbers in them, you can't just easily replace one by simply photocopying one... as i was told.

If this is the case you are being conned. The temporary card is issued to you on completion of the course, you HAVE to sign it along with the instructor. Then the PIC is posted.
So not having one of those means the instructor didn't have a PIC in the first place.
Report him to PADI as if what you say is true, you're clearly being conned.
