What do you wear under your personal wetsuit while out on charter boat?

Nothing comes between me and my WetWear Suit.

I wear a swim suit. As to going commando, here is a true story from our Scuba Snobs' Book 2:

We were diving in Bonaire one time with another couple. The guy, we will call him Joe, did not wear anything under his wet suit. He liked to go “commando” when diving. While shore diving one day with this couple, we parked the truck just off the shoulder of a busy road near the airport. The dive site called “Airport” is right there and is a lovely place to dive. In preparation for the dive, Joe wrapped a towel around himself, dropped his swim trunks, pulled up his shorty wet suit under the towel, dropped the towel, then finished donning the wetsuit. No problem.
After a couple of dives, to avoid getting too sandy (as if you can avoid that shore diving in Bonaire) Joe climbed into the bed of the pickup truck. While standing there, he peeled his shorty wetsuit down to his waist. Next he wrapped his towel around himself. The next move was to pull his wet suit off the rest of the way, while covered by the towel. This he did, and was still modestly covered by the towel. However, as he was reaching for his swim wear, which we were pretty sure he was going to pull on before removing the towel, his towel was caught by a gust of wind and carried off to the south. Joe was left standing up in the bed of the truck, dressed exactly as he was at the moment of his birth.
Joe was a good looking guy, and so it was not surprising that some passers by applauded, others whistled, and some just stood and looked in awe. Unfortunately, some of the witnesses complained. Hence the rule: always wear something under your towel when in public. This is especially important if you are standing on an elevated platform in view of lots of people you don’t know. The rule is a good idea even if you are good looking and in great shape. And if the words good looking or in great shape do not describe you, following this rule is essential.

I recently switched from loose swim shorts to tight speedo trunks.
I don't like them and would never wear them at the beach, but for diving they're admittedly just more practical.
Also, who cares how they look like as long as the dive is enjoyable?
 
What is this wetsuit you speak of?

I wear silky Military P.T shorts known as "Ranger Panties". They're comfortable, cheap ($12.00), and dry super fast….Plus you look kinda ridiculous…lol

I wear a swimsuit, whichever one I picked up that day. I prefer to not wear a halter top, because of the pressure around the neck, but it will do.

My husband wears a Jammer style swimsuit. Much easier to get into the wetsuit than a regular men's swimsuit, and much more attractive than a traditional speedo. He also wears a rashguard t-shirt, as he has had some issues with reaction to his back and this protects against it.

In the civilian world those shorts are called "porno shorts".

I wear silky Military P.T shorts known as "Ranger Panties". They're comfortable, cheap ($12.00), and dry super fast….Plus you look kinda ridiculous…lol

I wear compression shorts. I have pair from Rip Curl for use under board shorts but found similar pair from Russell athletics at Big 5 much cheaper and works just as well.

As DivemasterDennis points out your towel can slip at the most inopportune times. While in public and especially on dive boats I use the shorts for modesty purposes. I did have a dive instructor who does the commando style but I assume he has more practice in changing under a towel. Since my usual dive buddy on boats is my daughter there is no way I'm risking being the butt (pun intended) of jokes at the dinner table for the rest of my (and her) life!
 
One time I forgot to bring my Speedo and had to wear a board short/swim trunk/whatever you call it. The excess material crawled up some place most uncomfortable like.
