I've surfed within hours, hell minutes, of getting tattoo work finished with no negative results. I've also had color come out by (apparently) sweating heavily while doing yard work the day after getting a tattoo. (More likely the color was going to come out anyway due to the pigment and my body's acceptance/rejection of it.)

Talk to your artist and they will probably tell you to wait a week or until it's healed, whichever comes first.

If you're not uncomfortable with the rubbing on a possibly still tender tattoo, do the dive.
 
Since you didn't say if the dive was going to be local or vacation-type, it's a little difficult to ascertain certain things. That said, why not wait until the tat is fully healed to dive, or better yet, why not wait until after the dive is over to get the tat? I've been diving dry for quite a while, and as long as you are keeping it moist and covered, you should be okay.

I love ink and diving. If it were me though, I'd find a way to postpone one or the other just to be sure.

That pigment was likely not part of the actual tattoo. There's a lot of pigment that gets trapped in the epidermis and isn't actually part of the tattoo and your body will clean all that out over the course of several days. (The pigment in the dermis is the permanently tattooed part). It's perfectly normal to have oozing and drainage from a new tattoo, especially when you put on too much ointment or sweat excessively the first day or two after getting it done. It's also the root to myths/stories of certain ointments supposedly pulling color out…..that stuff was coming out regardless.
 
Once zipped in you will quickly be in a 100% humidity environment due to your body's perspiration. So while you will not be wet you will have lots of moisture.

I'm with you. Good tattoo artists are not cheap and a poorly healed tattoo will look terrible. For myself, I don't like to take risks and let my tattoos fully heal before swimming/diving, heavy exercising.
 
Everything I looked up talked about being wet, but obviously my back won't be getting wet in a dry suit.
