Looked to me like he was caught on line and then that line got caught in the prop of the lead scooter diver.

Exactly. We were watching the ray and couldn't really see the monofilament line being trailed by the mutton snapper. It got sucked into the scooter prop, which wrapped and pulled in the fish. It took us a second to figure out what was going on though...
 
Great video. That snapper segment was insane! I see various species trailing monofilament line but never thought about what would happen if that got sucked into the prop on a scooter. Now I know! LOL
