{I had to look up some conspiracy stuff in order to post this. By the way, I'll at least respect peoples thoughts on the matter by not calling the conspiracy theory, becuase one man's theory can be another mans fact.....ANYHOW, on with the funny...I hope}

It's the Bilder-otter's and their yearly meetings which control the otter world!!! The Tri-Otter-al commission is also in on it too. Maobama is their puppet tin pot dictator, and he was put in place ot further the otter agenda! It's like a Manchurian Otter candidate mannnnnnnnnn. Oddly enough, only the otters have Universal health care, everyone else pays for it though. Hence the Universal part. Universal payment.
