.... I am also worried a little about theft given that I have heard reports that gear commonly walks off.....

Pure urban myth.

1) SCUBA gear is difficult to conceal if one were to try to sneak it outside the controlled area

2) Resale value of SCUBA gear (excluding dive computers and u/w cameras) is negligible.

3) There are any number of other smaller, more valuable and easily liquidated (non-scuba related) items that can be purloined.... but even that occurs at a negligible rate.

Tag your bags well, use three plastic laminated tags on each bag. Show your name, your Passenger Identifier number from the ticket, show your connections and show your final destination with dates specified. Tie them to the bag with waxed string.
