They sink in salt water. Ask me how I know. Fortunately an enterprising master made the recovery while pulling the mooring line from the Jim Atria.
 
Are Force Fin Pros positively, neutral, or negatively buoyant?
The pair of Size "L" FF Pros (bungee straps) that I measured were approximately 0.2 lbs (for the pair) Negative in fresh water.

I have not measured buoyancy of any of my XXL pairs.

(Assuming you may be considering ordering a pair) Your info doesn't list where you are in PA, but if you are close (enough) to the northern Philly suburbs out to the greater Ephrata-New Holland area, I'd be happy to meet up and you can borrow my "L" or "XXL" FF Pros for fitment or trial. I also have "XXL" FF Hockey fins if you are curious. Feel free to DM me.
 
My size L with bungees are slightly negative in salt (and thus slightly more negative in fresh).
