dive master vs instructor?

Most of the "divemasters" that you will encounter on dive boats and guiding shore dives are actually certified as instructors, too.
 
It depends on the agency of the divemaster in question. In some agencies, divemaster is the first level of professional ranking, followed by assistant instructor and then instructor.

In other agencies, assistant instructor is the first level, followed by divemaster and then instructor.

In some agencies a divemaster can do little except work on dive boats, guide dives, and help with classes under the supervision of an instructor.

In other agencies, a divemaster can do some limited amount of teaching classes without direct supervision from an instructor.

In some parts of the world, divemasters work strictly for tips ... theirs is essentially an unpaid position.

In other parts, divemasters are paid professionals.

And, as fisheater points out, many of the divemasters and dive guides you see working on boats around the world are, in fact, instructors.

Instructors Can teach and certified New Divers and continue education,
Divemaster Help divers in the boat and under water and above it.
 
I think that the main one is that only instructors can certify a diver

It IS a sexier title!

Generally DMs assist Instructors in classes. They cannot certify new students.

The costs for liability insurance are less as is most "normal" responsibility.

The pay is less.
