Is it possible, to dive in drysuit with attached latex hood without neck seal?
I heard, that latex hood with full face mask can be absolutely dry.

Yes, it's possible. These are a little awkward and can cause equalization issues. They are popular for commercial and public safety diving in contaminated water but kind of pointless for sport diving.

Absolutely dry until they leak.
 
Yes, it is possible. A Finnish brand, Loitokari, its drysuits do not have a neck seal and use a latex hood directly to seal
