Considering my camera gear is pricier (and more fragile) than my scuba gear, I just check all of it in a Samsonite hardshell (2 full sets of gear minus regs in a midsize roller), and keep the cameras in carry-on. Then there's the increasing trend towards ever smaller and lighter carry on bags, with a lot of airlines limiting you to 5 or 7 kg, which is already pushing it for camera + reading materials when I take telephoto and wide glass along, and way too little for dive gear. I guess US carriers are still a little more lenient.
 
I have the akona roller backpack, actully 2 of them, and love it. It's not small it's more like a large suitcase with backpack straps but it will fit everything! In 2 bags I can fit 3 full gear setups and 2 or 3 wetsuits.

Now I am military and usually get free overweight bags. If this wasn't the case I might rethink my bag choice.
