I try to do a New Years Day dive at Rock Port north of Alpena, Michigan every year. The old limestone loading docka are usually open but if you swim through the channel to the pond where fishing boats put in you will be in a overhead enviroment. The pond is only a hundred feet across and 8' deep so it's s bit safer than large lake ice diving cause your compass and following the shore line will get you out.

Diving the Thunder Bay River is also neat before the ice sets in. It is never as clear as it is in January, and the fishing lure haul is good as well.

If the bay freezes up there are a couple of shipwrecks just off the marina that also benefit from the river being froze up.
 
Here in Toronto we have a spot on Lake Ontario that never freezes (although I often worry why it doesn't). It makes for an easy shore dive for training or just to get wet all winter long!
