Aluminum tank manufacturing is pretty interesting as well. Because it is mailable they punch a billet of al. causing it to turn inside out forming the cylinder.
 
I WONDER if other steel tanks are made the same way and is it new

Most steel scuba tanks are deep draw (like Worthington) Asahi, made in Japan, start out as pipe and are spun shut. Some older scuba tanks are billet pierce. Deep draw gives the lowest weight.
