Sticking with line pulls is a great idea IMO. We have comms, but like most of you have stated we use them very sparingly. We use them mostly for relaying notations for the tender to make on the profile map, object found, and to take notes for making a sketch later if it's a crime scene or evidence recovery. PSI checks aren't done for 2 reasons; 1. we dive mostly in Long Island sound where every dive is pretty much blacked out, and 2. we keep our gauges tucked in to keep everything trim to our bodies to avoid entanglement. Also some of the departments around us don't have any comms and if we need to do a joint operation we are "speaking" the same language. If money is an issue I would forgo the comms for now and spend the money elsewhere, and if the comms breakdown your team doesn't miss a step.
